This flag looks like a Yacht Ensign.
Talk from the other boat on channel 16 turned technical. The talk turned to their radio and how it was always stuck on 16 all the time. Now, if there is no sound coming out of the radio and it cannot be changed to any other channel, you would think that might be a clue to the state of the radio.
